There could be any number of reasons why this is happening. There are three that stick out in my head as being the most likely reasons.
The first thing I can think of is that there is a problem with the sign itself. Maybe it has not yet been hooked up or there is a wiring problem that nobody has reported it yet.
The other thing is the minumum speed rating. While the radar is always on and transmitting, it might not be able to pick up your speed. Many speed radars will not detect speeds below 10 mph. The
Decatur Onsite 200 Radar Speed Display can read speeds down to 2 mph, but the display can only display as low as 10mph.
The last thing I can think of is that they're trying to gather traffic flow information. Products like the
Decatur EZ Stat Pak, when connected to a Decatur Radar Trailer, can log traffic information for logistic purposes. For this, they may have intentionally disconnected the display to prevent vandalism.
